Why does the level fade in when it is started?

In the video below, we can see that when the level is started, it fades into exact lighting conditions, and the textures are fixed. Why does it happen? And how to fix at least the lighting so that it doesn’t fade in?

It’s not the lighting, it’s auto exposure. You can turn it off in the project settings, or manage it with a post processing volume in the level.
