There are those in Europe using European non US DOLLAR currency MATERCARD/VISA Credit Cards who are NOT being charged for this.
There are people who have had there account locked because they failed to update there payment method as the are EUROPEAN not US based!. They cannot change there payment method.

From looking at these reports the US Dollar currency actions are being overcharged.
The NON US dollar that GB Pound, Euro, and many other currency are NOT Changed
China CANNOT use Sponsored Row this and comes up with the weird message “You are not over 18 years” in English!.
This is because China uses WeChat and PayPal China.
PayPal NON US , PayPal UK, because every transaction has to be approved on the App and many people do not have the App, Most of Europe.
