How to make hair material/Shader like this preferable for PMX models/anime models/VRM

I’m trying to get material result to be like this




For hair model, would also prefer the color white to be profound and the iridescent/rainbow to be secondary and scattered.

I’m using unreal engine 5.1 so i don’t have accesses to multi material feature.

I have some knowledge about HLSL and material nodes but not much to be able to do something like this any help is appreciated.
