Build lighting locally on Windows - without using Swarm Agent?

Is there any way to build lighting locally without using the Swarm Agent on Windows? I have been trying to get a level to build the lighting for a while now, however, the issue is that it gets stuck around 97% and the swarm agent spits out the same few messages:

I’ve tried troubleshooting online, but I have not had any luck whatsoever. The lighting builds just nicely on my Mac (since it builds locally). Is there a way I can do this on Windows? If not, how can I go about fixing this issue?
