As point lights and spot lights are not changeable at runtime, but we found they will invalidate the VSM cache to raise the shadow depth cost at far distance. We want them not invalidate the cache at that distance.

Steps to Reproduce
1.Create a project and a level
2.Put at point light and a box to the level
3.Change to virtual shadow map/cached page view mode
4.Adjust the camera distance to see the cache are invalidated at far distance
