Why is Foliage rendering differently in Packaged Game than in Editor?

The image is pretty self explanatory. The rocks foliage seems OK, but then I have instances where the foliage exists and then it doesn’t in the editor. Also the material on the bushes is awful when packaged, it seems to be using the mesh and not extracting the material. Is there some setting I need to adjust to get it to package with what I see in the editor?
