why does green(0,1,0) surface reflect red light(1,0,1)?

Dielectric materials exhibit two main reflections. They have a diffuse reflection which gives their color, and a specular reflection, which will be the color of the light.
A perfectly red light shining on a perfectly green surface will have no diffuse illumination (hence no visible “green-ness”) but will still have a specular reflection, causing a red glare based upon the surface’s specularity.
