Your video card is the biggest culprit.

Here is a compare on a $150 card: http://www.hwcompare.com/17319/geforce-gtx-750-ti-vs-radeon-hd-6570-oem-2gb/

Hi michaelj234,

Here is the specs we recommend to run UE4.

To help get better performance in the editor, try disabling some of the more processor intensive features like anti-aliasing and post-process effects. To do this go to the Show button in the Perspective Viewport and uncheck what you don’t need.

Thanks, TJ

I’m not saying it sucks, it’s just an older card, the processing per power used improves each year. UE4 is a next gen engine, the card I linked is the cheapest card I would recommend for it. I use a 750Ti so I can attest that it can run UE4 for development at decent frame rates. I don’t work on giant levels and I would want a better card if I did.
