What is a 'LogHttp: Warning: Lockout of 10.000000s' when updating

I get 7 instances of LogHttp: Warning: Lockout of 10.000000s on https://content-service.bfda… in the console when pushing changes.

Seems like this artificially gives me over a minute iteration delay (but verse-only updates are instant).

Is this intended behavior?
