Unusual light complexity

I friend was showing me images from an asset pack his company had bought. Its lit with lumen, and runs at over 60fps. I asked to look at the light complexity view, and it looks like this.

I’ve not seen one like this before, why does it not have the complexity where the 2 lights intersect (they do, the attenuation covers the whole room). Is there some special settings the scene is using that we cant work out?
