In UE 5.4.2 with AMD GPU RX 7900 XTX, I get this stutter issue as well and as @GabToTheMax points out not using the editor in fullscreen fixes the issue.
After looking over the AMD Software: Adrenalin Edition settings I have found that turning off the Smart Technology setting, AMD Smart Access Memory fixes it.
UPDATE
It is better but once you start typing the lag returns, so the current workaround is to use the editor not in fullscreen.
