Turbulent Displace and Posterize time in Post Process Material

Hi, I’m curious if such an effect could be achieved in a post process material: Login • Instagram

Turbulent displace affected by time. Not a continuous smooth displace like in an underwater post process material, for example, but a “jumpy” one.

And where should I start looking for tutorial or info on how to achieve this look. I think ADA short had such an effect: Ada Animation | Shortform & Advertising | Blue Zoo

I don’t know if they achieved it in After Effects or if they rendered it this way directly from the engine.
