Trouble with FPS in project(CPU BottleNeck)

CPU - Xeon e5 2670 v2 (3ghz 10cores 20 Cpu threads)
GPU - RTX 5060 8gb
RAM DDR3 ECC 16gb

144hz fps lock

I dont understand why my gpu isnt used in development packaged version of client.

CPP base logic, BP only for work with models and some lvl build.
I dont change a basic FP shooter map.
