Summary
ALT+9 is no longer working. It was working 2 updates ago which was a shortcut to show the world in Textured Wireframe, the option is not available in the Viewport lighting dropdown and never was, Like ALT+8.
Since v30.00 it has no longer been working. The hotkey still remains in the hotkey menu for editor preferences.

Press Alt+9
