[STABILITY] [NPC] Each npc spawner now produces 2 npc instead of one

Summary

I noticed in boh Lego and normal UEFN map where it previously plspawned one npc per spawner now it produces two

One npc is spawned for each npc spawner

It is both Lego and vanilla uefn issue.
It worked correctly before update 36.0

I don’t think it’s broken, I think that they changed the behavior a little bit to where just enabling the device causes a bot to spawn and then if you call spawn on it after that, it will spawn another if there a limit higher than 1

Closing as duplicate of NPC spawner device completely bugged.
