Skeleton mesh skin are broken on mobile OpenGL ES 3.1

We discover a problem with OpenGL ES 3.1 on device Xiaomi Redmi 6A

Looking ansver in internet we find that tis problem was in 4.13 [BUG] Skeleton mesh skin are broken on mobile OpenGL ES 3.1 - Character & Animation - Unreal Engine Forums
We make same thing theproblem are opend in UE4.19
For clear test we upload Action RPG from Play Market, and run it on that device as a result - all skeletal mesh moving in T-pose
