(NOT a duplicate post, the only forum post with a similar issue was several years ago with no solution, just a link to a bug tracker. It’s possible this is still a bug, but that was from so long ago that I doubt it a bit.)
The artifact occurs in all shadows in the scene, and occurs when moving the camera. This issue did not happen previously and suddenly appeared. Last thing I remember doing before this started was editing the LOD 0 distance of the landscape, but the bug also occurs on static meshes so it isn’t strictly a landscape issue. It is also not an issue in the materials, as it does this on every material when previously did this on none of them.

Lighting: Directional Light and Skylight
Shadows: Shadow Maps
What I have tried and seen:

Changing global illumination to Lumen removes the artifacts, but I can’t use Lumen for this project as it ruins the art style and several materials completely.

Adjusting exposure and intensities of the light sources do not remove the artifact. Even at super high brightness.

Tried disabling AO in post process settings.
Any insight or fixes here? It will be really annoying for players when playing the game so I have to find a fix for this.
