[Repro] Particle Bounds stop rendering when bUseFixedRelativeBounds is true

This is a problematic bug, because you can now no longer see what the bounds of a particle system are when you’re trying to set them, which is absolutely critical to the runtime performance of Particle Systems.

I noticed this as well, please fix!

Particles using Fixed Bounding Boxes are actually completely broken in 4.15. Place any GPU emitter in the level with a fixed bounding box, and it won’t render at all.

Still an issue in 4.16 P3
