After v41.20, the option to replace selected actors no longer functions, and gives an External Data Layer error.

Steps to Reproduce
Place any prop, select another one in the Content Browser, right click the prop and hover over the Replace Selected Actors With option
Expected Result
Options for which prop to replace the selected one with show up, and are selectable
Observed Result
Prop options do appear, but they all remain greyed out and can’t be selected, and hovering over the prop shows an External Data Layer error
