RDGBuilder DiscardState Crash : RTV / DSV

Hi Epic,

I am on 5.6 latest and encountering a pretty consistent crash in an empty level during PIE session

It looks like TempSceneDepthMeterMipchain State array first element is nullptr.

Any insights into this would be appreciated. Happy to provide more data to help narrow down root cause.
