Precomputed Visibility Volume not building Data

I cannot get precomputed visibility to work. I have tried on multiple projects. I must be missing something, but after looking through the docs and multiple forums nothing is working.

My viewport is set to show the blueboxes

My directional light is set to static and is casting shadows. There are static objects that are also casting shadows.

I saw somewhere that level streaming causes culling issues. That is also off. I am also in the persistent level.
There is a precomputed visibility volume in my level and I have rebuilt my lighting

I am at a total lose as to what is causing this issue.
