Tested in both 4.14 Preview and 4.13.2
Steps to recreate:
- Launch the 4.14 Preview 3 Project Browser.
- Select New Project > C++ Project > Blank
- Build the project in Visual Studio and run.
- In the Editor, Select File > Package Project > Windows 64
- All options are default.
I do not the Vulkan SDK installed, however I had it installed in the past.
The following is the error message:
