Need help: simple room lighting is uneven where player is, no lights in scene

I am adding a video link to show what I need help with. Basically this is a simple room. There no lights. The only thing giving light off is some of the neon emissive materials. In the video you can see that some areas are pitch black, and sometimes when I go to a pitch black area as the player, it slowly lights up. Is there anyway to fix this or be able to control this lighting phenomenon?

That would be eye adaptation.

You can add a post process volume to your scene and set the Auto-Exposure to 1 for min and max values.
