Here are my results using the default settings:
In World Settings > Set Use Ambient Occlusion to TRUE
In World Setting > Set Visualize Ambient Occlusion to TRUE
From what I can see these are working as intended.
Depending on how much light is in your scene and directly lighting an object can cause an issue.
Try setting up a simple test scene like I’ve got in a default map with the sky sphere and everything already there to make comparisons between what you’re getting. The first two images that I’ve got may not appear drastically different but there is more AO being baked into that scene.
You can also use the Post Process Volumes AO tab to increase AO in your scene as well without the need to rebuild lighting all the time.
