Lighting Equal Across Level

I’ve unchecked the box next to Auto Exposure in project settings
metering mode of post process volume is set to auto expose basic(extended to the whole scene)
Why is my house so bright its like the meshes are giving extra light they are just starter architecture and material

Made a new project and left all settings as default for film blank project with raytracing enabled and starter content. Then I used 400x400 walls to build a box. Player start is in the box all lights are movable there is something crucial that I am missing.

Your scalability settings are set to the lowest quality. Click this button and set everything to High
