How do you create a POM with silhouette clipping using flat quads?

I know there is information on this but there is no tutorial for the application of the information. Not only this but the information on creating a POM with silhouette clipping is pretty vague. Can an Unreal Developer or someone who has done this in Ue4 please explain how to accomplish this if not give a link for a tutorial video?
