Horizontal Distortion of a Mesh over Shader

Hello, i can’t wrap my head around it.
I am trying to distort a Character/Mesh horizontal to the World Position. So that it looks like it vanishes realy fast.
However, all my attemps with noise, textures and World Position Offset come not even close.
I want it to look like this picture, but for Meshs. Ideally in the direction of the players camera.

If someone have an indea how i can solve this problem, i would be very grateful.
