Foliage texture Streaming issue

Hello there . I’m getting issues in Texture Streaming for foliage.

Foliage seems to be refusing to stream to the highest mip for some reason. Unless I set it to GlobalResident.
Additionally it seems that when setting to Global Resident I get a huge performance boost . +6 FPS to +10FPS.
I believe setting th em to Global Resident isn’t ideal in this scenario, but if I don’t all my foliage refuse to stream to highest mips. Note the screenshot in the bottom side and the grass pixelation.

My level is set up in such a way where foliage is in a sub-level ( set to always stream ) . Does this have anything to do with it?

If its in PIE then try it in a build it should look different
