Fog inscattering affects lumen issue/bug!

Fog inscattering color breaks horizon color when fully black, but breaks/affects lumen lighting when not fully black.
Either i have to have good horizon with bad lightning or the other way around. It’s like it creates additional skylight which is not wanted, Is there a way to fix this issue?

Few more examples showing how it completely ruins scene! As stated before either i get good horizon fog and bad lighting or the other way around
