this is the same problem for me. and not just in the flashlight but also when making a lamp with light near a wall which gives an extremely bright spot.
now i think that it might that the materials are bright for the environment. so we might want to tinker with the brightness of the image used as texture or the base color of the material if no texture.
i was able to reduce the spot on my lamp light by unchecking the SQUARE INVERSE FALLOFF option in the light. it reduced the spot and i was able to make the light more appropriate.
but didnt might try for the flashlight coz by default SQUARE INVERSE FALLOFF is on.
also see if you have BLOOM and LENS FLARE intensity too much
