Well, you’ve made a site so obnoxious and clunky to use no wonder no one votes.
The ability to sort topics by votes is buried in a brutal amount of visual clutter:
Then, when you do actually sort by votes, you can’t even see the amount of votes each topic has:
Plot twist - you actually can, but it’s once again buried in such a brutal amount of visual noise and clutter it may as well not be there at all (it’s like finding Waldo)
And when you actually end up in an Issues category topic, look at how beautifully apparent it is that there’s a vote function:

This is a general problem of the whole “Epic Community” ecosystem. It’s not that people don’t use it because they did not notice it exists. That they are unaware of it. They are aware. It’s just that it’s really annoying and frustrating to use.
That’s also why we now have an in-engine home button no one wanted or asked for, which can’t be easily turned off.
This “We think that people don’t use the community site ecosystem because they just don’t know about it” attitude really needs to stop. People don’t use these community sites because they suck. The forum sucks, the learning portal sucks, the documentation sucks, FAB sucks.
One “Don’t forget to vote” thread won’t change anything, because it will immediately get buried under the load of clutter and visual noise like everything else. And one annoying Home tab in the Unreal Editor which just loads built in browser, probably slowing the whole editor down in the process won’t either.
If you want people to use community sites, make them better. The problem really isn’t the awareness. People are aware of them, and the low usage and traffic is consequence of their poor quality.
