I had several decals placed around my environment, after I build my lighting, they don’t show the color anymore, just a slight outline/shadow of the decal texture shape. What went wrong here? They were showing up just fine before I build lighting, they are facing the right direction (arrow facing outward of mesh). Is it the material setup? I’m pretty sure that it’s set up correctly.
Defiantly not the UV map. Check the textures to you objects and that they are being applied and are not see through. Rebuilding the lighting could of not reconsidered there textures.

The textures are okay, they are not see-through. The decals did disappear after building lighting, in fact, all of my decals have disappear from my environment. They are only showing the normal map and roughness. Just the color is missing…
The texture of the decal does not have any transparency. The funny part is after I build lighting, all my decals in the environment has disappeared and only the normal and outline is showing (like the example of the one above). The texture settings is set up to comply with the decals settings.
I’m still having trouble with my decals. I start happening after I upgraded to 4.10 from 4.9 and after baking lighting. I can see the outline, roughness, and normals but not the color of the decals.
