Summary
Niagara effects not working at all with “Auto Activate” turned off.
Using the “FX System Toggle Track” doesn’t work at all for Activating, Deactivating and Triggering VFX.

Steps to Reproduce
Place Niagara effect into level
Turn Auto Activate Off
Add Niagara effect to level sequence
Add “FX System Toggle Track” to the effect
Set it to Activate or Deactivate
Expected Result
The effect should be visible after setting “FX System Toggle Track” to Activate and shouldn’t be visible with Deactivate.
Observed Result
The effect is never visible with Auto Activate Off
and setting the effect to Deactivate doesn’t work.
