Cinematic scalability visual artifacts on foliage

So in 5.1 Cinematic scalability mode I get these artifacts mainly around the edges of foliage that are “popping” in/out, seem inconsistent, I wonder what might be causing it since I don’t see it in Ambient occlusion and it still happens if I turn off anti aliasing or stop casting shadows

On Epic Scalability mode everything is fine and working as intended

I can see it in any tree/grass pack I’ve tested so far nanite/non-nanite
doesn’t seem to matter.
So I’m wondering what it is, since it’s not happening on Unlit mode but is still happening when I turn off the shadows
