Character and area begins to glow in dark

I have a map that will have dungeons, but the light is ignoring the walls and the character also glows when viewed from behind, but not the front. this also effects the ue4 default character.
In the picture the light’s intensity does = 0.
I want to add a day a night cycle, but “night” time is not dark at all.

I have checked similar problems, but those were from previous versions and this version (4.14) have those settings turned off (which when on was the problem).
