I can’t publish an update to my map because publishing candidates created after v39.20 fail entitlement checks, and this is despite there being no IAPs in my island

Steps to Reproduce
Open a project
Create a private version and perform a memory calculation
Log in to the creator portal and attempt to publish the private version
Expected Result
After verifying memory calculation status and verse persistence backward compatibility, you should be able to create a public release for the island
Observed Result
Entitlement checks fail and you’re locked out of create a public release
Update:- the In-Island Feature Example will NOT build in Verse when the project was made in 39.00.
When making a new version in 39.20, this will build in 39.20
@most3r says there are no in-Island Transactions enabled
Looking at the error message, it says they are in-Island Transaction enabled and giving version errors.
The In-Island Feature Example Verse code contains many @ experimental entries, so this cannot be able to be published.
The questions are
Why has In-Island been enabled?
Do past projects with In-Island Transactions need to be rebuilt, like in the In-Island Feature Example?
According to the documentation, In-Island Feature Example 9th January (39.20 release date)
is available for publishing
Looking at the Verse code for the Feature In-Island example, this seems to be failing on calling Scene Graph.
Does anyone have Scene Graph enabled
