I am receiving the following error when attempting to publish my creative islands in the creator portal:

I have a private version code, but it just continues to give me the same error. These are creative islands, not UEFN.
I would really appreciate some help with this.
Same thing is happening in the UEFN islands. I’ve tried 3 days straight and no luck.
Same here. Not sure if its a bug or the fact they CANNOT specify if we need to be in the creator program in order to publish. Their words are all over the place and miscommunication is rife.
I believe that the image will not upload because the progress bar remains gray for me all the time.
I agree they need to address this properly or get a staff member to reply to one of these threads as this is way to confusing to starters and pros. If you do need to be in the program this is so silly and shouldnt be like this. As I have been waiting for ages to make good creations and show the world even if I dont get paid or not 
bump. wording is not clear BUT if aside of not being able to monetize for 3 months if you never played fortnite you can not even publish islands… it seems super unfair. Specially to Unreal Engine devs. Like, cmon, I have 3 games published on EGS and 6 consoles, was granted two epic grants for them, Epic certified me as an UE academic partner but… I can not publish in fortnite because I haven’t used UEFN enough?! I was MOLDED by UE lol. Since UDK times.
3 questions then:
1- Without the 90 days fortnite user and 21 days in creative or UEFN, you can not monetize. But should we be able to at least publish?
2- If that is positive, is it the gray screenshot upload progress bar the one thing that is preventing us to upload?
3- Isn’t the permision to publish or monetize a bit unfair for long time Unreal Engine users/studios who have already published successful games in the Epic Games Store?
I get the 90-21 rule is a way to stop flooding fortnite clickbait stupid content, I just think it is super unfair to professional UE devs. And I think Epic Games should be SUPER interesting in attracting professional devs to create content in UEFN.
Personally this is a real bummer because I am a truly believer in paid “mods” and user generated content for games, but as a professional gamedev I just can’t afford to spend 3 months without monetize… let alone publishing it.

This is true I think everyone is mad and frustrated. Well we are just gonna have to hope that it is a bug and not put in place like that. Tho epic did mention they had issues with publishing via the creator portal. Anyways whats even more funny to me if we cant publish because we arnt being apart of a program than why can I make private codes and have the option to publish?? Epic employees are every where atm and its making me really angry because no one has given answers. @CarlosGameDev If epic them selves put a dev tag on you or whatever you said and you cant publish even, I think there is a bug thats what I would like to think. Any who I dont think it should be like this, I dont even know why they are even making a program to earn money or V-Bucks or whatever it is this all should be free without having to play 21 days of UEFN or Creative 1.0. Epic please respond and give answers!
I have had contact with a few people on twitter with the same issue who have now said it has cleared up for them and they were able to publish. I’ve heard from support, although they are incredibly unreliable, that it is a bug. However, I’ve tried to publish my map and still have the same issue, so I STILL have no clue. This whole thing is up in the air and I’m really hoping it gets sorted by Epic soon.

You do this to get monetized, though, not to publish. Epic has said publishing is available to everyone.
That’s what we’re getting at. We aren’t sure if we have to apply for that program (which some of us are unable to do so at this time) to publish a map. They give us a crappy and vague error message that fails to give us the vital information needed in order to move forwards.
What also doesn’t help is the lack of communication on this front. I’ve been told it’s a bug and epic are working on it (from support) and yet have had no other word from epic.
Another thing that contradicts your point is that I’ve talked to people on twitter and they have told me that their issues have disappeared and they have not signed up for that new program.
Hmm interesting. Well the only way to confirm that its a bug or its been put into place like this, is to get someone who is eligible to sign up to the creator program and has the same issue. Now if they sign up and go back to publish and it lets them then Epic has sadly made a FAT L and a BIG MISTAKE!
That’s not the best way. Because the root of the bug may stem from the people who haven’t signed up side of things. I’m just hoping they get it fixed soon.
Its just making me very very angry. If this is it then well sadly I will not be touching Fortnite anymore because this is what I have been waiting for since the start of announcement. I also make roblox games and script with lua but I cant share my knowledge/creations because Epic is locking everyone out
Well, this week was GDC and a lot of Epic staff were there. This week we should hopefully get an answer from Epic.

Experiencing the same issue with the grey image upload bar and then getting a red “Submission For Publishing Failed” popup. I’m unable to register for the creator monetization program due to not having worked in Creative recently, but would still like to be able to publish un-monetized content while I wait my 21 days.
Is anyone else having issues getting their creator portal team into the same instance of a private map? If we are in a party together it works, but random matchmaking isn’t working. Not sure how to remedy this.
Have no clue. I just wanna play with my friends on same island but i cant even access it with the golden rift or play with my friends using the private code, this stuff is so dumb and really making me angry.
So is this issue related to not being eligible (90/21 days requirement) or not?
Or, does anyone who experience this issue meet 90/21 days requirement?
I think this is the question we need clarification on. Are creators who don’t meet the 90/21 rules still able to publish?
