[Bug] Particle Lights Effect Shaped Speculars on non-Shadow Casting Lights

The title pretty much covers it. Dynamic and Stationary lights that use a shaped specular and do NOT cast a shadow seem to lose the Source Length when being rendered with particle lights. Lights that are casting shadows are unaffected.
