Summary
Since the 40.40 update, guards cannot equip the Arc-Lightning Gun. They run around with empty hands as if they have no weapon. This was tested on an Npc Definition who uses the default guard behavior and the solo item in their inventory is the Arc-Lightning Gun (L4 and L5 are both effected). This issue might have been caused by the bug fix for the Arc-Lightning gun UI that is mentioned in the 40.40 patch notes.

Steps to Reproduce
Create Npc Spawner and give them the Arc-Lightning gun in their inventory.
Expected Result
They equip and hold the weapon and run around and shoot it.
Observed Result
They have no weapon in their hands and run around without any weapon.
Platform(s)
All platforms, but was experienced on PC in uefn session and builds.
