ZOrder in user widget is not working correctly when multiple widgets are on the screen

Summary

I assume the Zorder is like layers abit in the hud_message_device so you have have multiple widgets on the screen and the layer determines if its infront/behind other widgets.

Anyways i have 2 widgets and i made sure to set the Zorder on the 2nd (One i wish to be infront) higher than the widget behind yet the 2nd widget can still go behind ? this happens on 2 seperate parts of my game with different widgets so unsure if im doing something wrong or im mis understanding the Zorder aspect outside of the widget itself.

Steps to Reproduce

Have 2 widgets one with a higher z order and then show the one behind first as this will always be behind then show the one that you want infront.

Its abit random but the one that should be infront can sometimes be behind the other widet

Expected Result

It should show infront if i have understood the Zorder correctly

Observed Result

It is abit random sometimes works sometimes doesnt

If this is not like the layer is on the hud_message_device then please let me know how i set it so its higher than a previous widget. I use verse to show/hide widgets created in the widget editor
