I haven’t spent a tonne of time digging in to why but I have repro’d it in a sample project. I can provide it, but haven’t given the simplicity. It seems as simple as enabling the ZenStore flag will cause the bink movies not to be packaged in a manner where the packaged game can read them. I.e. they don’t end up in a Content/Movies folder.
I have managed to verify that the cooking method isn’t important. I was able to run BuildCookRun with -skipcook and reproduced the same results with -ZenStore. Then running BuildCookRun with -skipcook and without -ZenStore, the movies came through to the right spot.
