I would like to use a FGameplayTagCountContainer without having to use the GameplayAbilitySystem. I have not seen a good reason for FGameplayTagCountContainer to be defined in GameplayEffectTypes.h/cpp instead of living inside the GameplayTags module. Would you consider making that change?

Yes! I think this is something that is definitely possible, there is a lot of caveats and testing that need to go into it, but worth keeping an eye out for it in upcoming releases.
