Would a NVIDIA 2GB GeForce GT 1030 be enough to run UE4 smoothly

I am about to attend school for Game Programming and Development. I decided to invest in a workstation to complete my school work and eventually, my job requirements. My question is: Would a NVIDIA 2GB GeForce GT 1030 workstation graphics card be enough to run UE4 smoothly, including building levels and testing them?

Not even close.
Minimum you want an 8 Core CPU, 16GB RAM, a GPU with 8GB VRAM and a hefty SSD.

You need a 4 core CPU, and 8 GB system RAM. That video card is a bit underpowered, you really want 4GB upwards. And as Rev says, SSD, do not get HDD.
