World Offset Position / Raytracing and Blurry Texture Issue / Problem

I recently bought a foliage pack, and was bummed to learn that the world offset position in the material (if adding wind) seems to break the material, (or can’t render properly.) Everything static looked beautiful and crisp, but everything that was moving with the offset world position node was fuzzy and preview-esque resolution. I was told that it could be a “RTX” problem, but don’t know if that is a render setting or raytracing issue. Can anyone help with this?
