Windows installation hangs on DirectX

When trying to install UE4 on Windows 7 64Bit, I am getting an error during DirectX installation.

There is a problem with this windows Installer package.
A program run as part of the setup did not finish as
expected. Contact your support personnel or package
vendor.

My account is an administrator for this computer.

If it makes a difference, I am attempting to install UE4 to my F drive.

Attached is the output of the log file generated using msiexec /i F:\Downloads\EpicGamesLauncherInstaller-2.0.1-2467307.msi /L*V Desktop\output.log

UPDATE:

Apparently the file is too large and this won’t allow me to upload a rar file, so here is a link to the rar on Google Drive.

Thank you for providing your Debugging logs.

Have you looked into all of the solutions under the ‘Launcher is unable to download content’ section in the troubleshooting guide below?

The drive that you are installing to (F:), is that an internal drive?

Have you tried to download Direct X separately and installed that?
Have you updated your video card drivers?
Have you checked that your PC is up to date?

All these could effect the installation.

I’m unable to install the launcher, so I followed the steps here to get the log file.

F is internal.
