Will Niagara be easier than Cascade?

Ok, be hitted by a dog driving a monster truck is easier than creating visual effects for Unreal. But this Niagara: will it make creating Visual Effects (Like magic spells for example) be a simple thing?

And also: Why creating VFX is so hard? I think it is the hardest thing of game development process, just see marketplace as example: the category that has less assets is the VFX, with a bit of creators, because a few iluminated guys are privileged with this capability. Its like god touch them.
