That effect is a result of the denoiser being applied to the Path Traced video. Unfortunately, the denoiser isn't as effective for videos as it is for static images. This is an area of improvement the development team is actively working on so that Path Traced videos look much better in future updates.

For now, for better results, it helps to export the video with the denoiser disabled, then to use a third party denoiser tool, such as the Neat Denoiser, Adobe Premiere denoiser, or Davinci Resolve denoiser, which tend to give much better results.

If using a third-party tool is not an option, it may also help to increase the sample per pixel for the Path Tracer when exporting, although this will increase render times proportionally, and may require a very large number of samples to eliminate the artifacts left by the denoiser.

Thank you very much for your suggestions and yes I realized these are the denoising artifacts, hope to see improvements in the near future.
