When I import the fbx model that I downloaded from sketchfab, the wheel had broken on one side while the other side is good, anyone knows how to figure this out, thanks!

The normals of the two wheels are inverted. Please select the faces of the two wheels and invert the normal faces using 3D modeling software such as Maya or Blender.

Hi I think error originates from 3Ds Max’s mirror bug.
Its not a standard flipped normal and can be quite hard to remove.
I would delete the affected wheels and use “symmetry modifier” to recreate from the good side.
FYI … Not sure this will work if its from the 3D max mirror bug.
Problem with that is its not a flipped normal, its actually inverted scale… which cannot be solved by just flipping the normal back.
