Why NavMesh Settings are not Saved

Why after saving and reopening the slope, agent radius and other settings get reset?
Also what is the best way to build a NavMesh to climb a crane? Is there manual editing possibilities like I read here: http://www.creationkit.com/Bethesda_Tutorial_Navmesh

Currently the only way to persistently tweak navmesh generation params is via Project Settings. We have “saving navmesh settings along with the level” in out backlog, but it’s not being worked on actively at the moment.

I assign the agnt radius as 20 in project settings and in navmesh properties. After reopening the project settings remember but the instance of the navmesh in the level back to 35

Agent radius is a special case. Add a supported agent to Navigation System’s Supported Agents array in Project Settings. Again, we’ll fix this, but that’s what do need to do for now. Sorry!
