Why is there no volumetric light with spotlights in large scale spaces?

I want to create localized volume lights in a space scene, but for some reason the volume fog doesn’t appear when I use spotlights or Rect lights, although I was able to express this using HeightFog and directional lights…

If I use the default human scale scene, the volume lights appear without any problem…
Is it because the scale is too large?
The scale setting of the current scene is about 1/100 scale of the actual scale of the earth.

Is there any other alternative suggestion to represent partial volumetric lights?

I am also looking for ways to make the volumetric fog work over a large area. It seems like using it in context of the large world coordinates doesn’t work. I have tried nearly all the console commands to no avail.
